📋 Job Overview
As a Housing & Urban Planning Specialist, you will work on designing housing policies, improving urban housing infrastructure, ensuring sustainability, and helping the government make affordable housing a reality.
You will collaborate with architecture firms, policy makers, and various departments to implement large-scale housing schemes across Punjab.
This role is ideal for experienced professionals who want to use their skills in planning and architecture to improve lives through clean, green, and affordable housing.
🛠️ Key Job Responsibilities
- Support the province-wide housing assessment and help create a comprehensive Housing Policy.
- Identify issues that stop people from owning homes, including overcrowding, homelessness, or high housing costs.
- Analyze the housing market: understand the gap between supply and demand and how affordable housing is distributed across regions.
- Map the full housing ecosystem—builders, buyers, policies, rules, and land availability.
- Find and report on key barriers in the housing value chain, like lack of financing or inefficient policies.
- Suggest new administrative and regulatory reforms to encourage low-cost housing development.
- Work with rules under APHS (Affordable Public Housing Schemes) and Joint Ventures (JVs) and help revise them to be more effective and transparent.
- Set up eligibility criteria for selecting people who qualify for housing schemes.
- Prepare legal agreements, evaluation criteria, and support scheme documentation.
- Ensure housing projects are processed and approved on time, following all rules.
- Work closely with architecture firms to create designs for green, low-cost homes and help design town layouts.
- Oversee the execution of housing projects, checking if the delivery is on time and meets green building standards.
- Track the offtake of completed units and understand why some may remain unsold or unused.
- Help draft new laws, including the Condominium Act and Real Estate Regulatory Act, to streamline property laws.
- Contribute to preparing the official Affordable Housing Policy for Punjab.
- Help achieve targets and DLIs (Disbursement-Linked Indicators) under PAHP.
- Create training programs for PHATA employees on housing systems and planning.
- Take on any additional tasks assigned by the program management.
🎓 Education & Experience Required
- Minimum Education: Master’s degree in:
- Urban Planning
- Town Planning
- City & Regional Planning
- Housing
- Architecture
(All degrees must be from HEC-recognized universities)
- Experience:
- Minimum 8 years in housing or urban planning projects (public or private sector).
- Experience in green building, urban design, or sustainable architecture is preferred.
